Senator Siewert delivers the Australian Greens response to the PM's Closing The Gap speech

First off, I note the distinction between the Close the Gap community campaign, which marks its fifth anniversary next month, and the government program Closing the Gap, which has been extended to cover the Northern Territory emergency response. This is very important, because we actually have two campaigns. We have the Close the Gap community work and the work that the government is doing.

Senator SIEWERT (Western Australia) (1.14 pm)— I rise to speak about the fallout from the oil spill in the Timor Sea—the PTTEP and Montara spill—the need for ongoing improvement in our oil and gas regulations and concerns I have around the granting of further leases before the improvements that have been promised by the government to our regulations have been made.

Australian Greens respond to the Montara Commission of Inquiry

Senator SIEWERT (Western Australia) (5.34 pm)—by leave—I could not let this opportunity to take note of the ministerial statement on the Montara Commission of Inquiry pass because I have been waiting for 18 months for this report on the results of the inquiry. The Montara spill occurred on 21 August and it is now the end of November. I am very pleased that this report has finally been tabled along with the government’s response. The report has been available only for the last couple of hours, so I have not been able to read every page, but I have had a look at a significant part of it.

MATTERS OF PUBLIC IMPORTANCE - Mental Health

Senator SIEWERT (Western Australia) (4.37 pm)—I tend to agree with the essence of this debate, and that is that the Gillard government has failed to properly fund mental health services. While I agree with the fact that we have not been funding our mental health services adequately, I cannot support this particular motion, because of the antics of the opposition. The opposition put a motion to this chamber about one specific aspect of mental health. It does not take a comprehensive approach in addressing men-tal health.

Senator SIEWERT (Western Australia) (3.47 pm)—I move: That the Environment Protection and Biodiversity Conservation Amendment (Prohibition of Support for Whaling) Bill 2010 be referred to the Environment and Communications Legislation Committee for inquiry and report by the end of the Autumn sittings 2011.
